SC to rule Nov 20 on caretaker govt review petitions

The Appellate Division of the Supreme Court has set November 20 as the date for delivering its judgment on two high-profile review petitions seeking the reinstatement of the non-partisan caretaker government system for overseeing national elections.
A seven-member bench led by Chief Justice Syed Refaat Ahmed fixed the date on Tuesday following hearings on the petitions.
The appeals challenge the 2011 verdict that declared the 13th Amendment, through which the caretaker system was introduced in 1996, null and void.
The legal battle dates back to 1998, when three lawyers, including Advocate M Salim Ullah, filed a writ petition questioning the constitutionality of the caretaker provision.
That petition led to a formal appeal in 2005, culminating in the Appellate Division’s landmark ruling on May 10, 2011.
The ruling paved the way for the 15th Amendment, passed in Parliament on June 30, 2011, which abolished the caretaker system and introduced several other constitutional changes.
