Ahead of the hearing on a writ petition alleging irregularities in recruitment for three positions at the Nilphamari Zila Parishad, the Attorney General's Office of Bangladesh has directed the Zila Parishad to submit the necessary legal documents within a week.
The directive was sent to the Chairman of the Zila Parishad through a letter signed by Deputy Attorney General Md. J. R. Khan Robin on August 3, 2026.
According to the letter, the Writ Petition No. 2484/2021 (Md. Zahid Hossain Vs. Bangladesh and Others) is currently listed for hearing before the High Court division bench comprising Justice K. M. Hafizul Alam and Justice Murad-e-Mowla Shohel.
The petition alleges that following a recruitment notification published on June 13, 2019, Jiarul Islam Jia was surreptitiously and illegally appointed as Lower Division Assistant-cum-Typist, Shyamal Sarkar as Steno-typist, and Omar Faruk as Upper Division Assistant—the latter using an expired clearance and a fake educational certificate—without conducting a proper written examination.
In response to these allegations, the High Court issued a rule asking why the recruitments in question should not be declared without lawful authority, illegal, and subsequently canceled. Simultaneously, the court directed the submission of all recruitment-related records, including the documents and results of the examination purportedly held on July 19, 2019, pending the disposal of the rule.
To effectively represent the state, the Attorney General's Office instructed the Zila Parishad to urgently submit a Vakalatnama, Authorization Letter, statement of facts, paragraph-wise reply, and all relevant supporting documents, preferably within a week.
The letter further noted that if the necessary documents are not provided within the specified timeframe, the Attorney General's Office will not bear responsibility for any adverse consequences that may arise. It also stated that the Zila Parishad may take the required legal steps through its own panel lawyer if necessary.
Meanwhile, following allegations regarding the Zila Parishad's recruitment process, Deputy Director of the Local Government Division, Moushumi Afrida, was appointed as the investigating officer. She conducted a departmental inquiry on June 29, 2026. However, the investigation report has not yet been published.
Sources concerned at the Zila Parishad stated that work is underway to prepare the required documents in accordance with the court's direction. Relevant officials believe these documents will play a crucial role in the upcoming court hearing.
